This tool helps bring together a wide range of stakeholders at the country level to initiate concerted efforts toward the goal of reproductive health commodity security. It is not a roadmap, or a fixed process. SPARHCS can be used for contraceptives alone, for contraceptives and condoms for HIV/STI prevention, or for a still broader set of reproductive health supplies.

The Diagnostic Guide supports stakeholders in conducting a joint diagnosis of a country's reproductive health commodity security status. It presents a set of questions and tables to help stakeholders assess their present situation, define expectations for the future, take into account significant trends from the past, and make future projections.

This Process Guide is a companion to the SPARHCS Tool. The Process Guide is intended for program managers, consultants, and technical assistance providers to assist them in carrying out SPARHCS and in using and adapting the SPARHCS Tool.
The Process Guide provides real world examples and options on how to use the program planning cycle to guide the SPARHCS process – a set of activities from awareness raising and diagnosis, to monitoring the effectiveness of a funded and implemented strategic plan.
